Don't delete game saves they aren't the problem . You need to delete game data in game data utility. That's where you'll find the most space but only get rid of games you no longer own or dint plan on playing . i can only suggest to delete more data or upgrade to a bigger hdd. 40gb of space isnt much when it comes to ps3's. you could try saving data to usbs.
