Could someone be nominated and approved for a congressional medal of honor but refuse to accept it?

I was told that a Vietnam veteran that I know was awarded the congressional medal of honor but refused to go to Washington and accept the award. The list of award winners does not include his name. By refusing to accept was he not included with those that did accept or were awarded posthumously?Could someone be nominated and approved for a congressional medal of honor but refuse to accept it?
The award is bestowed by Congress. He does not have to accept the invitation to the award ceremony. It would ultimately be mailed to him. If he refused to accept it then, it would be returned to the sender. He would still be listed as a recipient. If his name isn't on the roster of recipients, they he was never awarded it.Could someone be nominated and approved for a congressional medal of honor but refuse to accept it?
First. it's the Medal of Honor. I am not aware of any who was awarded the medal refusing to accept it. I knew one Marine Captain who was awarded the Medal of Honor for his actions in Vietnam. I helped him get a proper military disability rating for the eye he lost from complications of his being wounded in combat. After the fall of Saigon in April of 1975 he mailed his medal back to Headquarters, Marine Corps to express his personal feelings about our withdrawal from that country.Could someone be nominated and approved for a congressional medal of honor but refuse to accept it?
He can refuse to accept it, but the award is his, nonetheless.



"Congressional" means that Congress voted on it. It's a matter of record.



If he was awarded it, he'd be on the list.



If he isn't on the list, he wasn't awarded it.



Period.
i know whom you re talking about i believe he was from texas and i am not sure what he did. but he did refuse and it was because of the president giving it to him clinton i believe.
